Proxy CVS Eligibility Update API

This API used to update the member and group eligibility information for the
given beneficiary.
Note: BSC insisting to have 2 way SSL between consumer and API so as a
solution this API will have a additional F5 load balancer that accepts 2 way
SSL and route calls to API and OAuth.
